Pacific Ocean Fish Meal

A dense, digestible protein with a vague name

Pacific Ocean fish meal is small ocean fish, or fish trimmings, cooked, pressed and dried into a protein powder. In kibble it is a concentrated, highly digestible animal protein. The name tells you the ocean, not the species.

What it is
Whole small fish or fish trimmings, cooked, pressed to remove oil and water, then dried and ground.
Made from
Whole ocean fish or fish processing trimmings
Main job
Concentrated animal protein

Not the same as
Fish oil or fresh fish

Straight answer

Is Pacific Ocean Fish Meal safe for dogs?

Read it as good protein, then ask which fish

Near the top of the list, fish meal is a dense, digestible protein. With peas, lentils or chickpeas close behind, part of the protein figure is plant. Check the label for an ethoxyquin statement, which is required if it came in with the meal. If your dog reacts to fish, ask the brand which species go in.

Why it is in the food
Concentrated animal protein

What it is

How it is made

Fish meal is made from small whole fish and from the trimmings left by fish processing plants. Global output runs about 5 to 6 million tonnes a year.1,8

  1. 01 // Source Whole fish, trimmings Small whole fish or processing by-products. By-products supplied about 29% of world fish meal in 2022 to 2024.
  2. 02 // Process Cooked Cooking sets the protein and frees water and oil from the flesh.
  3. 03 // Process Pressed Presses split solids from liquid. The oil becomes fish oil; the watery stickwater is concentrated and added back.
  4. 04 // Process Dried and stabilized The press cake is dried, milled and dosed with antioxidant, which US rules require for fish meal shipped in bulk.
  5. 05 // Output Fish meal A dry meal of about 92% dry matter, averaging about 75% protein on a dry basis.

What is in it

Composition, dry matter

75

% protein

Average protein in standard fish meal on a dry basis, across 82 samples. It is a protein ingredient first, with bone mineral and some fat behind it.

Crude protein 57.4-81%1
Ash 6-33.8%1
Crude fat 2.5-15.3%1
Calcium 0.9-81.9 g/kg1
Phosphorus 14.5-50.9 g/kg1

Ash runs from 6 to 34% of dry matter, and calcium swings even wider, from under 1 to 82 g per kg. Meals made from mixed by-products or poorly chosen fish carry more bone ash and less protein, and they digest less well.1

Why it is in the bag

What the manufacturer gets

  1. 01

    Dense, digestible protein

About 75% of its dry weight is protein. In a 12-dog trial the fish meal diet's protein was 87.0% digestible by the end of the small intestine.1,2

  2. 02

    Bone minerals come along

Fish bones leave calcium and phosphorus, averaging about 34 and 25 g per kg of dry matter but ranging widely by batch, which the recipe has to balance around.1

  3. 03

    A global commodity

World output runs about 5 to 6 million tonnes a year, and about 29% of it already comes from fish processing waste rather than whole fish.1

How much No source publishes a typical level. In the 12-dog trial, fish meal was the protein meal behind a diet matched to two others for crude protein.2

Our read // The claims

What the evidence supports

Strong: controlled studies in dogs agree. Some: small or mixed dog data. Thin: mechanism or lab work only. None: nothing, or the evidence points the other way.

  1. Brands say

Fish meal is a highly digestible protein

    Evidence

    1. Strong
    2. Some
    3. Thin
    4. None

In a 12-dog trial, protein in a fish meal diet was 87.0% digestible, against 80.2% for poultry meal and 71.5% for lamb meal. That is one meal in one trial, and high-ash meals digest worse.1,2

  2. Critics say

    Fish meal hides ethoxyquin

    Outruns the evidence

    Evidence

    1. Strong
    2. Some
    3. Thin
    4. None

US shipping rules require an antioxidant in bulk fish meal, but 400 ppm ethoxyquin is one of three options, beside BHT and tocopherols. FDA requires ethoxyquin carried in through an ingredient to be declared on the label.7,8

  3. Brands say

Fish meal adds omega-3s for skin and coat

    Outruns the evidence

    Evidence

    1. Strong
    2. Some
    3. Thin
    4. None

One anchovy meal held about 9% fat, with omega-3s at 27 to 28% of its fatty acids. Dermatology guidelines rate omega-3s as a small benefit for itchy dogs, seen after two months at best. The cited trials did not test fish meal itself.3,4

  4. Brands say

Fish is the right protein for allergic dogs

    Outruns the evidence

    Evidence

    1. Strong
    2. Some
    3. Thin
    4. None

Fish was the trigger in 5 of 297 dogs with proven food reactions, against 102 for beef. The authors note this could reflect what dogs were commonly fed, not true prevalence. Fish still causes allergy, and the cited data does not show it calms an allergic dog.5

  5. Owners say

    Fish-based kibble carries dangerous mercury

    Outruns the evidence

    Evidence

    1. Strong
    2. Some
    3. Thin
    4. None

Across 51 dry foods, fish-based diets carried about 10 times the mercury of poultry ones, a median of 0.0082 against 0.0008 mg per 1,000 kcal. The authors still judged the foods safe for chronic feeding.6

What owners ask

  1. Q01

    Is it just filler?

    No

It averages about 75% protein on a dry basis and gave the most digestible protein of three meals in a 12-dog trial. Filler has no job; this one supplies concentrated animal protein.1,2

  2. Q02

Which fish are actually in it?

    Ask the brand

The name tells you the ocean, not the species. One brand selling this ingredient lists herring, anchovies and sardines caught off the Pacific Northwest for its ocean fish meal. If your dog reacts to one species of fish, that detail is worth asking about.10

  3. Q03

Is fresh fish better than fish meal?

    Not per pound

Fish meal is about 92% dry matter, while fresh fish is mostly water. Pound for pound, the meal delivers far more protein into the kibble than fresh fish at the same listed weight.1
